Proposal to quantify consensus for GA of Occupy GSO. For discussion at the GA on August 5, 2012.. Suggestions for improving the wording welcomed.

When the GA of Occupy Greensboro seeks consensus, consensus shall be quantified to mean at least 90% thumbs up of those present at the meeting when consensus on a given issue is sought.
